All foreigners who are in the country or reside in Brunei Darussalam over 12 months for work or other purposes are required to undergo the Highway Code Test and the Practical Driving Test. This was stated in the Land Transport Department, LTD's press release on the process changes for the foreign driving licence conversion to Brunei Darussalam driving licence that will be introduced starting the 1st of May 2021.
According to LTD's observations, there are differences in terms of driving procedures and culture as well as driving law and regulations between Brunei Darussalam and other countries. Therefore, there is a need for foreigners who are in the country or reside in Brunei Darussalam over 12 months to undergo the driving test and convert their original driving licence to Brunei Darussalam driving licence.
For the current application process of the foreign driving licence conversion, applicants will first be interviewed to decide whether the application is endorsed or the applicant has to undergo the driving test first. Depending on the interview result, the applicant's foreign driving licence can be endorsed without undergoing the driving test first.
Through this new process, for new applications or first time application that fails the test, applicants are required to register with any driving schools appointed by the Land Transport Department and take the Highway Code class for not less than 3 hours, and undergo practical driving training for not less than 5 hours, subject to the driving school's assessment.
