In regards to the minimum requirements for vehicles which have not yet renewed their Vehicle Licenses, the Ministry of Transport and Infocommunications, through the Land Transport Department LTD, emphasizes that every private and commercial vehicle must have a valid vehicle protection policy or insurance. Vehicles aged seven years and above as well as commercial vehicles must undergo vehicle inspections at the Vehicle Inspection Stations, VIS. The Minister of Transport and Infocommunications also explained that towards facilitating the public who did not have the opportunity to renew their expired Vehicle and Driving Licenses from the 1st of August 2021, the Land Transport Department has consulted and coordinated with the Royal Brunei Police Force.

The coordination aims to provide flexibility of law enforcement action for the public who have proof that they have applied for the renewal of their Vehicle and Driving Licenses either through Talian Darussalam 123 or online through 'www.gov.bn', TransportBN application. In this regard, every vehicle must have a vehicle license and/or at least a valid vehicle protection insurance policy when on the road. For owners who have not received their Vehicle License Sticker or Driving License Card after it has been successfully renewed, they may show the following references to the enforcement, namely: e-Receipt issued after the renewal of the vehicle and driving licenses successfully created through the 'www.gov.bn' portal and the TransportBN application; or SMS sent by LTD to owners who have renewed their vehicle or driving licenses as well as the collection of Vehicle License Stickers and Driving License Cards.
