Update on Cosmetic Product Importation Process

The Ministry of Health informs that starting the 1st of October 2021, importation of cosmetic products for personal use through the Mail and Processing Centre, Berakas via express air courier Services or Express Mail Services, EMS under the DeMinimis scheme and for individuals who bring in the products via control post where the declared value is below 200 dollars will not require approval from the Department of Pharmaceutical Services, and custom declaration form declared via Brunei Darussalam National Single Window, BDNSW.

However, if the cosmetic products for personal use are brought in via customs agent or registered runner through any customs control posts in the country will still require custom declaration form declared through BDNSW. The products that are imported must also not be listed in the banned product list or controlled products in Brunei Darussalam.

In this regard, to facilitate importation process, importers must adhere to the current regulations including appointing customs agent or registered runner and complete documentation including product label with list of ingredients for easy identification. Meanwhile, BDNSW forms that have been approved by the Royal Customs and Excise Department with supporting documents must be submitted to the Department of Pharmaceutical Services in Kampung Madaras, Mukim Gadong 'A'.
