High responsiveness and a Whole of Nation approach are necessary to provide the best and most comprehensive public service. According to the Minister at the Prime Minister's Office, the Public Service Department plays a role as a key government agency, for human resource planning, management and development. Yang Berhormat Dato Seri Setia Haji Awang Abdul Mokti bin Haji Mohd. Daud, said the matter in an interview for the Public Service Department's Golden Jubilee Special Documentary.

Meanwhile, as a focal agency in the public service, the Public Service Department has a role and responsibility in planning, management and development of quality and resilient human resources affairs. One of the initiatives of the Public Service Department in making reforms and improvements is to introduce the Strategic Plan 2021-2025.
