Building a dynamic, proactive and innovative human capital is the third focus. The Minister at the Prime Minister's Office and Second Minister of Finance and Economy elaborated that to improve capability and produce a skilled, professional and highly capable workforce, the Government will continue to give priority towards efforts to enhance the performance and quality of the education system and further improve technical and vocational education.

Yang Berhormat said this is to ensure continued adaptation to the changing economic environment and alignment of human capital with the needs of the country's job market. To align manpower planning with the marketability and employability of locals for sustainable and gainful employment, the Manpower Industry Steering Committee or MISC has been established as a platform to support the vision of the Manpower Planning and Employment Council, or MPEC. Although the global economic environment is predicted as still uncertain throughout 2023, the government will continue to increase efforts in ensuring stable economic development in the long term. Yang Berhormat hoped the proposed budget will help the public and the private sectors in facing the current global economic challenges, particularly in generating more job opportunities for locals.
