The Penghulu and Village Heads institution that is acknowledged or recognized as the core of authoritative grassroots leadership needs to be constantly strengthened in order to ensure quality and effective leadership. The Permanent Secretary for Municipal and District at the Ministry of Home Affairs stated the matter at the Penghulu Mukim and Village Head Appointment Certificates Presentation Ceremony for Brunei Muara District. The ceremony took place at the Dewan Theatre, Brunei Muara District Office.

Awang Abdul Walid bin Haji Matassan also emphasized that among the initiatives that can make Wawasan Brunei 2035 a success is through the One Village One Product, 1K1P project which provides job opportunities to the residents and is vital in ensuring that the residents achieve proper education. The ceremony continued with the Oath Reading by Yang Berhormat, Penghulu Mukim and Village Heads and the Certificates of Appointment Presentation to the Penghulu Mukim and Village Heads. The ceremony ran concurrently with the launching of the Village Head signboards.
