In the afternoon session, several Ex-Officio Members presented their Motions of Vote of Thanks on the titah of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam at the Opening Ceremony of the First Session of the 16th Legislative Council Session yesterday. Yang Berhormat Dato Seri Setia Haji Awang Abdul Mokti bin Haji Mohd Daud, Minister at the Prime Minister's Office in his Motion of Vote of Thanks outlined that the government as the main machinery of national development will always strengthen and upgrade the good governance or administration at all levels and sectors to ensure the quality of services provided to the public is the best, efficient, effective and most importantly 'mesra rakyat' or 'citizen friendly', which means making it easy for the people to conduct every business or arrangement.
Yang Berhormat said besides being prudent and courteous as well as ensuring that all forms of spending must prioritise 'value for money' as well as bring benefits and profits to the country and people in the short and long terms. The Minister added without exception, each one of us should shoulder the responsibility of making all sectors more efficient and effective. This is particularly so in aspects such as government policies and regulations. Other initiatives should be implemented by all government agencies through fiscal consolidation. Apart from studying the suitability of methods such as corporatisation, public/private sharing should be given solid support by all parties for the good of the nation with a 'whole of nation approach.' Yang Berhormat also strongly upholds the titah of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam in efforts towards consolidating and elevating together the Government and private sectors as well as all the country's citizens and residents. In order words, the Government and private sectors as well as the people should unite and work as a solid team
Yang Berhormat Dato Seri Setia Ingenieur Awang Haji Suhaimi bin Haji Gafar, Minister of Development also supports the Motion of Vote of Thanks on His Majesty's titah. As an agency that is responsible to facilitate construction industry's growth and management of government projects, Yang Berhormat the Minister of Development also shared on a number of implemented initiatives. Project officers or supervising officers assigned to project sites has to ensure that the construction quality is of a level that meets the requirement. The quality supervision guideline manual provided by the Public Works Department is among the reference materials for all project officers or supervising officers to make sure that the government project supervision procedure is more effective and orderly according to contract standards. Touching on construction material, the establishment of construction material registration committee under the Ministry of Development plays the role of registering construction materials used in the construction industry. The committee also reviews and assesses test reports submitted by suppliers from time to time before getting approval for the product to be registered and used for government projects.
Yang Berhormat Dato Seri Setia Awang Abdul Mutalib bin Pehin Orang Kaya Seri Setia Dato Paduka Haji Mohammad Yusof, Minister of Transport and Infocommunications fully upholds His Majesty's titah on several of the country's main achievements in the telecommunications sector as part of transformation measures with the background of the Fourth Industrial Revolution. Yang Berhormat said with the wise leadership and His Majesty's far-sightedness, the initiative is one of the major efforts of the government which is hoped can facilitate the nation's digital agenda towards the Fourth Industrial Revolution. Yang Berhormat said the establishment of Unified National Networks Sendirian Berhad, UNN aims to achieve efficacy in terms of cost saving in providing infrastructure, and to enable the infrastructure to be more widely available in the country. At the same time, the measure also proved that opening a platform for service providers to be more focused and competitive in their respective business strategies and telecommunication service. With competition, it is hoped it will encourage more innovation and creativity among telecommunication service providers and provide more choices to subscribers in line with the rapid technology.
